Acts of piracy and raids are no longer the sole means of acquiring goods. In addition to the great Homeric “figures” and warrior heroes, there are also wise counselors with fine intellectual and “political” skills: for example, the old Nestor, king of Pylos. Even Achilles and Agamemnon appear at times to distance themselves from hero morality concerned only with war and death. ” In these nonheroic figures, and in the ambiguous features of the heroes themselves, we detect the emergence of a new morality, the morality of the citizen (this is even more marked in Hesiod).

The leaders of the city, therefore, had to make explicit constitutional issues, which until then had only been implicit and a matter of custom. Likewise, comparisons became possible: this or that type of constitution had been successful here, failed there; such and such detail of organization produced good results here, created snags there. Politics became a matter of expertise, and we now know that cities placed orders for their constitutions with experts. Once the experts completed their investigations and experiments and proposed different solutions, the results became available for other cities needing constitutional changes at home to resolve political crises.
